There's alot of news recently regarding Odex and it's action against illegally downloading of anime online...etc..
Illegal downloaders caught will received letters of legal threat from Odex and subsequently pursuing out-of-court settlements for at least S$3,000 (US$2,000) per person.
Concern was raised and brought attention to parents when the case of a 9 years old kid was caught and received official letter from Odex. The parents of the kid was so shocked to receive such letter because they're not aware what their kids are doing...
From what I think, this actually boils down to the problems on how much parents understand and knows about what their kids are actually doing. When such problems of illegal act by the kids are surfaced, does parents need to hold responsibity for such act? What can be done as a preventive measures for such problems?
